I think either option would be a good thing to do. Either way you are assisting the community that you live in. The decision regarding what to do with old computer parts is always a vexing one, and one can be tempted to keep them "in case" you may require them later.
You could also give them to someone you know who cannot afford computer parts for their own pc. In some parts of the world, old computers and parts are donated to schools who cannot afford to install systems for their pupils.
