The government is always the last across the finish line when it comes to technology

The government may have had experience with hacking into protected data but really, thanks to outdated hiring policies, the government can't compete with off the radar hackers who make much more selling their services on the black market. Funny thing about hacking is when you get caught, you don't go to jail but get hired by the government to protect the state. This is why the government's workers aren't as good as the black market guys because the guys the government have are the lower skilled ones. Why? Because they were caught.
